Most pop-up style stoppers are never as effective as old-fashioned rubber plugs.

However, sometimes the throw on the horizontal rod that moves the stopper can be adjusted by changing the length of the vertical rod that it intersects. This can be solved by moving the clip that holds the two pieces together to a different position and shortening the distance the vertical rod is allowed to move.

Also, replaceable rubber gaskets that fit around the neck of the stopper can sometimes cure the problem.
