Adding a whole house filter to your incoming cold water line should solve your problem. This is a filtering unit, that removes rust and sediment suspended in the water. The units are available in varying gallons per minute capacity. They have replaceable cartridges that can be removed and either rinsed or replaced. There are also cartridges available for filtering out taste and odor.
